NIC Maryland develops and maintains digital government services for the State of Maryland through a self-funded eGovernment services master contract with the Maryland Department of Information Technology (DoIT). For select services that have a statutory fee, a modest eGovernment transaction amount is included in each transaction and paid by the end-user or the agency through savings realized by operational efficiencies.

The self-funded model allows NIC Maryland to develop, host, maintain, support and market services at no cost to the State. Services with no statutory fees remain free under this model. The enterprise-funding model delivers eGovernment services for all state agencies through a Work Order Process without the need for state budget allocation. Funding models approved for use under the master contract are as follows:
